A cop friend of mine suggested this one.
Deploy one to three squads of soldiers (no vest), similar to Black Hawk Down. Their orders are to secure whatever points they are assigned (Bank, corner, 7-11, jail). When the ref gives the order, they need to move to an extraction point (which only they know and presumably not the enemy).
Enemy wears vests. Total number of enemies TBD based on how many soldiers deploy. But figure the mix similar to the BHD scenario. Also enter non-combatants. These could be a few refs, employees, or people who just want to mix things up for fun. Everyone who is not a soldier wears a vest. The only thing to differentiate an insurgent from a civvy is whether they brandish (or fire) their weapon.
Some civvies have weapons, but don't brandish, some have no weapon at all. Some insurgents are acting as armed civvies until the shooting starts.
Presumably the insurgents start attacking the soldier's positions and the soldiers fight back. While a civilian, if they are shot by a soldier the insurgents get another life. If the civvies are shot by an insurgent, they tick one insurgent life off of the count. It'll get confusing, but they should be able to tell where the fire came from (and if they're playing good civilians, they will run for cover and not just wander into a free-for-all).
Scenario ends when the last insurgent is ticked off on the counter board, or when all the soldiers are killled, or when the soldiers reach the evac point.
A twist is that at any time, a civvy can pick up a weapon and become and insurgent. It should really force people to identify targets and not just pop the first thing around a corner.
